TGCD was incorporated under the laws of the State
of Maryland in November 1991 and recognized as a publicly supported, tax exempt organization as described in Section 501(c)(3) of the Internal Revenue Code.

TGCD is governed by a three member Board of Directors, and relies on a network of individuals as an informal advisory group to provide guidance and input regarding projects and organizational goals.
